  1. Purpose of CFP:

The purpose of the Call for proposal is to solicit interest from existing or prospective Implementing Partners that wish to participate in UN-Habitat operations and contribute complementary resources (human resources, knowledge, funds, in-kind contributions, supplies and/or equipment) to achieving common objectives as outlined below and subsequently agreed in an Agreement of Cooperation.

 Lot 2:  Documentation of successes, benefits and impacts of STDM in 27 villages where STDM was implemented since 2018 in Chamuka Chiefdom= US $ 3,500

Brief Background of the Project

 

The Global Land Tool Network (GLTN) supports and compliments UN-HABITAT's Global Campaign for Secure Tenure which has a focus on advocating change and assisting Member States to introduce innovations which strengthen the tenure security for majority of people. The focus of the Campaign is unambiguously aimed at promoting a set of policies, strategies and (technical) tools that will directly benefit the poor throughout the world. It addresses the issues of forced evictions, secure tenure for both men and women and, equally important, the right of women to equal inheritance.  Land rights are not restricted solely to registered rights, and not only to individual property rights. The diversity of stakeholders' needs, objectives and strategies requires a diversity of tenure options including leases, rental contracts and various informal arrangements. Inclusion of all types of rights will then get reflected in the land market making it more realistic and effective.

 

The Social Tenure Domain Model (STDM) is a pro-poor land information tool. The need for efficient land rights’ recordation tools and use of ICT has become a necessity and increasingly becoming more available in recent times. The STDM information tool provides the front-end interface for testing and applying the STDM concept and model. STDM is meant specifically for developing countries, countries with very little cadastral coverage in urban areas with slums, or in rural customary areas. It is also meant for post conflict areas. The focus of STDM is on all relationships between people and land, independently from the level of formalization, or legality of those relationships. ‘People – land’ relationships can be expressed in terms of persons (or parties) having social tenure relationships to spatial units.

 

  • STDM as a Concept – Bridging the gap to represent people to land relationships independent of the level of formality, legality and technical accuracy.
  • STDM as a Model – It is a ‘specialization’ of the ISO-approved Land Administration Domain Model (LADM).
  • STDM as an Information System – It provides the front-end interface for testing and applying the STDM Concept and Model.

The Global Land Tool Network (GLTN) with UN-Habitat has been supporting the Land Reforms in Zambia whose overall objective is twofold: i) to support land reform initiatives, with a focus on the support to the development of the National Land Policy which is to provide a comprehensive guidance to land administration and management; and ii) to document land rights on customary land and informal settlements on state land to improve security of tenure for all.

In terms of documentation of Land rights on customary land, STDM has been applied in Chief Chamuka area in Chisamba District of Central province of Zambia in an endeavor to improve land tenure security for all especially the women and other vulnerable groups. The ‘Scaling Up Customary Land Certification Interventions’ project, therefore, intends to support customary certification in at least fifteen (30) villages in the chiefdom of His Royal Highness Senior Chief Chamuka covering about 2000 households.  Therefore, this Call for Proposals, seek potential implementing partners to implement the project.

EXPECTED PROJECT OUTPUTS

The following will be the expected outputs:

LOT 1

  1. Customary land administration and tenure security scaled-up using STDM in thirty (30) villages of chief Chamuka.
  2. Capacity, growth and autonomy developed and functional at local level to ensure sustainability.

Lot 2

  1. Best practices, benefits and impacts of the application of STDM for improved land tenure security in Chamuka Chiefdom documented.

ACTIVITIES

The detailed description of the activities to be carried out for each of these outputs is specified below.

LOT 1

  1. Customary land administration and tenure security scaled-up using STDM in thirty (30) villages in chief Chamuka.
    1. Mobilization and sensitization of community in coverage area
    2. Participatory Mapping and enumeration of at least 30 villages
    3. Issuance of not less than 2000 customary certificates
    4. Updating and printing of the village/ household layout maps
  2. Capacity, growth and autonomy developed and functional at local level to ensure sustainability.
    1. Training of community volunteers in participatory mapping and enumeration using STDM.
    2. Capacity building of existing local structures and leadership including Headmen to ensure sustainability.
    3. Work with the local community to ensure the data Centre is fully functional.
    4. Support potential livelihood opportunities building on the improved tenure security.

 

LOT 2

  1. Best practices, processes and experiences on the application of STDM for improved land tenure security in Chamuka Chiefdom documented and shared.
    1. Produce a brochure on the interventions and impacts in improving security of tenure of the communities in Chamuka.
    2. Produce a video highlighting the experiences, benefits and lessons in using STDM in customary land in Chamuka Chiefdom.

Eligibility Criteria

Legal Status

  • Certificate of registration/incorporation i.e.,
  • Proof of registration in Country of Origin.
  • Proof of registration of Country of operation
  • Proof of country operational presence

 

Organization profile and details

  • Clear organization profile and structure of the organization indicating :
    • Organization’s vision, mission and objectives
    • Management structure
    • Members of the Governing Board and their Designations duly certified by the Corporate Secretary, or its equivalent document
    • Proof of membership to professional associations if any.

Financial and Technical Capacity

  • Audited company financial statements (balance sheet and income statement) and auditors report for the last two years
  • Technical proposal document (methodology, personnel, past experience etc.)

 

Exclusive bank account

Is the organization willing and able to have a separate bank account for the funds provided by UN-Habitat?

Integrity and Governance

  • The organization should complete and submit a signed Partner Declaration Form
  • Provide the profiles of the Chairperson of the Board of Directors, Head of the Organization and Chief of Finance
